PARTISIPASI MASYARAKAT PADA PEMBANGUNAN KOTA KISARAN MENUJU KOTA MANDIRI

Abstract

Community participation in development is a condition that is intensive driven / stimulated when we want a society willing to sacrifice the development salts. However, to encourage people to participate in the development process itself is still a problem that needs to be sought permaslahannya. In fact the approach of community participation in the City prosespembangunan range can be said is that the new results where the new momentum carried over to the democratic transition process characterized by the growth of the New Order regime. The process of community participation in development in the City range from a requirement to be considered since defined in the Act No. 24 of 1992 on Spatial Planning. This was then followed up with the enactment of Government Regulation no. 69 of 1996 on the Implementation of the Rights and Obligations and Forms And Procedures Public Participation in Spatial Planning. The purpose of this study was to determine makanisme decision making in planning and design of urban infrastructure development that occurred in the City Kisaran.Dalam this research approach used
is based on qualitative methods deskriptip questionnaires distributed to government officials and communities in the Western District of the City range . The results obtained are that the preparation of the concepts of development policy is still based on the analysis of policies that bersasis on problem solving. That community participation in planning development policies have been implemented through meetings / meetings of the proposal / idea, although there are still people do not feel included. In the implementation of non-physical development, participation, cooperation, solidarity, socio-cultural, legal and education is quite good, although the funds are expected from the government.
